Job Description:

Main Purpose:

Focal person and support for the Laboratory & Blood Transfusion services, day-to-day operations, quality control & assurance and training of Lab Techs, according to MSF protocols and standards. This person will work for MSF OCA/OCB/OCP; acting as the focal person regarding contact with lo-cal authorities and with MSF operational centres, concerning laboratory & blood transfusion issues, in order to assure intersectional coherence and cooperation. This person will also support as needed for contact with National authorities as far as diagnostic avenues are concerned. The intersectional Lab Manager is not responsible to be the back-up of national Lab Techs/Supervisors during holiday; each section must manage this situation by themselves. However, the person may be requested by the MedCo to provide remote/onsite support where needed in order to ensure minimal disruption to the laboratory services. The intersectional Lab Manager will support Pakistan missions, through team work with all concerned departments (medical, logistic, finance), in solving specific Lab/Blood Trans-fusion issues related to the quality control in Pakistan This includes provision of advice/ support to the missions and Lab Supervisors regarding any technical requests. Each section will continue to have their own stock and be responsible and accountable for their Laboratory stock management in-cluding their own international order supply management.

The Intersectional Lab Manager may be requested by the MedCo to assist in preparing international medical orders 9Lab Items) in each section

Accountabilities:

  • Being the focal person he/she will the responsible to communicate with local authorities and in order to ensure a coherent and consistent communication system with the authorities as well as intersectional coherence and cooperation.
  • Participating in the definition of annual planning and budgets and their update.  Ensuring a permanent up-to-date, and if necessary, establishing and proposing new set of guidelines, SOPs, adapting the MSF practices to national regulations.
  • Ensuring that all Medical Coordinators are aware and updated on the national laboratory regulations, guidelines and laws.
  • Supporting the missions in collaboration with the infectious disease and their quick diagnosis.
  • Supporting the country’s missions through teamwork with all concerned departments (medical, logistic, administration) in solving specific quality control/assurance and training issues related to laboratory and blood transfusion in the country.
  • Ensuring that all sections implement the same technical protocols in accordance with MSF Laboratory Manuals.
  • Coordinating regular meetings with the mission Lab Supervisors / MedCos / MFPAs, where information on laboratory & Blood Transfusion services is exchanged and problems shared in order to find common solutions.
  • Collecting data to develop a local purchase database with items and sources authorized for local purchase and visiting distributors and suppliers.
  • Developing contacts and liaising with other NGOs (e.g. ICRC), UN agencies (e.g. UNICEF, UNHCR, etc.) and local organizations concerned with quality assurance of Laboratory & Blood Transfusion services.
  • Draft and organize periodic maintenance plans of each laboratory analyzer/equipment with BioMed and its execution.
  • Communicate and coordinate with local vendors/distributors to make a maintenance agreement for Lab analyzers if required.
  • Communicate and coordinate activities and training on diagnostic and follow-up tests related to Hepatitis C and B.
  • Ensuring support in implementation and publication of Clinical research on Cutaneous Leishmaniasis.
  • Organizing implementation and trainings for other lab activities, related to AMR, including sending samples abroad when needed.
