About PPAF

Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country. Set up by the Government of Pakistan as an autonomous not-for-profit organization, PPAF enjoys facilitation and support from the Government of Pakistan, The World Bank, International Fund for Agricultural Development (IFAD), KfW Entwicklungs bank (Development Bank of Germany), Italian Development Cooperation and other statutory and corporate donors. PPAF aims to be the catalyst for improving the quality of life, broadening range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. As an intermediary wholesaler, PPAF funds multi-sector civil society as well as private sector organizations through a network of more than 100 Partner Organizations across the country. The core programmatic units of PPAF deliver a range of development interventions to strengthen the institutional capacity of civil society organizations, and support the creation of organizations of the poor, that can work together to alleviate poverty and achieve MDGs at the grass root level. Externally commissioned independent studies have demonstrated positive outcomes and impact of PPAF interventions on the lives of benefiting communities related to their economic output, household incomes, assets, agricultural productivity skills, other quality of life indices and disaster management.

Background and Rationale for this Consultancy

The Livelihood Employment and Enterprise Development (LEED) group has conceptualized several innovative models and interventions amongst which one is Capacity Building. The idea is to provide modern skills to majority of the people in the community to help enhance their livelihoods through technical skills and knowledge. LEED has been successful in capacity building and skill enhancement of the community members for strengthening of the various established institutions, including LSOs, NyKs and YCs through ToTs. Currently LEED group has been successful in developing a cadre of community skills persons in various trades like construction technology, auto industries, and computer after which they were successful in availing the opportunity of getting a job. However efficient scaling up of the skill trainings delivery with same quality, standard and effective due diligence need through various technological approaches. To comprehensive evaluation of the KPK TVET system and to ascertain skills demand in the technical and vocational training sectors so that it can be synchronised with PPAF funded training provision and the requisite number of trainees can be produced according to the demand.
It would also help the community to understand the modern technical capacity building approaches.

Consultancy Objectives

The objective of this assignment is comprehensive evaluation of the KPK TVET system and to ascertain skills demand in the technical and vocational training sectors so that it can be synchronised with PPAF funded training provision and the requisite number of trainees can be produced according to the demand.

Scope of the Consultancy

The individual consultant is expected to provide the following services to PPAF as and when required by the organization:

  • Mapping of Technical and Vocational Training Institutes (TVTI) or relevant bodies engagement in PPAF program districts of KPK to identify similarities, differences and effectiveness;
  • A survey of Public Private Partnerships (PPPs) models currently being used to understand good practices and opportunities to employ this modality for stronger TVET outcomes.
  • Produce a report identifying strengths and weaknesses of TVTIs/relevant bodies and PPPs and make recommendations for improvement.
  • Analyse the context of the labour market and the TVET sector: facts, figures, trends and performances (TVET sector) on both the supply and the demand side
  • Analyse the prospects on the labour market and employment rates for both the formal and informal economy
  • Assess lessons learned from past experiences, concrete results achieved in terms quality of TVET, numbers of skilled workforce available for the labour market, the transition from education to the labour market.
  • Identify good practices and standards for effective i) TVTIs or relevant bodies and ii) PPPs, taking from any relevant models which may include from: Government, International NGOs, and private sector TVET providers
  • Recommend market-based and demand based skills leading to skills for employability for both young men and women


Deliverables:


Depending on the requirements of the assignment, the consultant may be expected to provide any of the following deliverables:

  • Provision of comprehensive and comparable understanding of the skills needs across the labour markets. The skills in demand will be generated by studying available provincial studies, news items, vacancy alerts, and other data sources.
  • The consultant will develop a list of trades (and corresponding TVET courses offered in KPK) that are in high demand or are expected to be in high demand in coming years. The accompanying narrative shall report on recent and future trends in the organization of work processes and technology to reflect any imminent changes expected in skills needs. The consultant shall ultimately develop an estimate of demand for each trade along with offering an understanding of recruitment channels, constraints and needs.
  • To collect data and provide an up-to-date mapping of the KPK TVET system in terms of a breakdown of courses offered, their respective curricula, equipment used, training methodology etc.
  • To carry out a comparative study of TVET systems in terms of the curricula and training offered, equipment used, and the methodology and expertise of instructors.
  • Identify optimal coordination and communication between PPAF and TVTIs in order to ensure an efficient implementation, including strong monitoring and evaluation mechanisms.
  • Any other deliverable mutually agreed upon at the beginning of the assignment.

PPAF and Consultants Responsibilities

PPAF Responsibility:

  • Facilitation in linking consultancy with POs
  • Facilitation in demand articulation of communities through POs
  • Facilitation in processing disbursements, providing operational support in terms of POs management, technical inputs and necessary approval where required
  • Provision of Subject Expertise (as and when required) to support the instructional design process


Responsibility of Individual Consultant

  • Execution of all work as per stated the scope of the assignment and in line with the methodology agreed during project initiation.
  • Emphasis would be given to timely achievements targets laid down under the heading of deliverables
  • Qualifications
  • Masters Degree in Economics / Social Sciences or Business Administration
  • Minimum 10 years of experience in analysis of vocational studies and skill development;
  • Deep understanding of local socio-economic context


Duration

  • The assignment is to be completed within a span of 2 months including reporting and documentation

Institutional Arrangements and Reporting:

  • The selected consultant will report to GM LEED (SDU), under guidance of Sr GH Grants.
