IRC has been working in Pakistan for over 30 years, and manages and delivers large, complex programs to meet the needs in health, education, protection, environmental health and livelihoods for displaced, poor and disaster affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa, Baluchistan and Sindh provinces.

Job Overview/Summary:

Reporting to the Sr. Program Coordinator, the Livelihoods Specialist will provide leadership, program oversight, quality assurance and management support to the livelihoods component of BDRP project. S/he is responsible for supervision of all interventions of livelihoods component of project, operations and management of livelihoods budget. S/he will act as IRC’s livelihoods representative in the district with relation to partners, key government counterparts, UN and/or donors, as appropriate.

Major Responsibilities:

Strategic Leadership

·         Participate in the development of a Livelihoods implementation strategy for IRC project in consultation with Sr. Program Coordinator and DRR Lead

·         Work closely with  Sr. Program Coordinator and DRR Lead for designing and smooth implementation of the project activities 

Assuring Program Quality

·         Overall responsible to ensure that project meets stated objectives within the timeframe and on budget;

·         Ensure IRC Livelihoods interventions demonstrate adherence to international and national standards, including LEGS, Sphere and others;

·         With support from the program management and program quality team, ensure accountability to beneficiaries, gender sensitivity, and inclusion are adequately addressed in programming;

·         Lead assessment process, including planning and reporting, to determine Livelihoods needs;

·         Ensure technical quality and accuracy of Livelihoods program reports from baseline collection to final evaluation.

·         Conduct regular field visits to verify quality/ progress of Livelihoods program interventions and provide technical guidance and advice to the field teams.

·         Identify FSL opportunities and suggest programme development for future;

·         Managing, improving and maintaining the quality and impact of the programme on the ground;

·         Submit required and routine reports;

Team Leadership

·         Line manages livelihoods team and other staff as needed;

·         Ensure the development of detailed and technical program work plans and support their implementation in coordination with team;

·         Ensure staff capacity building around Livelihoods program interventions;

Coordination

·         Strong coordination with cluster partners and district authorities on project implementation and information sharing

·         Represent the IRC to relevant early recovery working groups/clusters, agencies and ministries on food security and livelihoods issues, as and when required.

·         Coordinate with other components and projects in the district

Job Requirements:

a)      Education:

·         Master’s degree, preferably in social sciences or agriculture or DRR related subject with experience on resilient agriculture programming

b)      Work Experience:

·        At least 5 years’ experience preferably in DRR focused agriculture and livelihoods related development work with supervisory responsibilities in program management.

c)      Demonstrated Skills and Competencies:

·        Demonstrated leadership and ability to manage programs and staff across functional lines.

·        Strong organizational, interpersonal, and communication skills. 

·        Innovative, learning attitude and good analytical skills

d)     Language Skills:  English, Urdu
